To be fair, the dress was recognized by a Chinese factory employee. That means the design was probably stolen from somewhere and made for cheap in China. Could have been made somewhere else, but probably not.
Or it is original but made for cheap in China while being sold at 10x the price.

In what way does it being recognized by a factory employee mean the design was stolen? Just because iPhones are manufactured in China, does that mean Apple stole the design?

You completely missed the point. Just because China often violates IP doesn’t necessarily mean they did in this case. MANY MANY things are made in China by Western companies. Home Depot and Harbor Freight design tools in-house and have them made in China. Just because a factory worker in China recognizes a tool sold by Home Depot doesn’t mean the design was stolen.
As much as I get the idea behind this, she bought that dress pre-tariff. We cannot, and should not, expect that people only wear their clothing once. Yes, obviously she should be seeking out clothing made in the USA, by US designers and with US materials. But that sourcing does take time. And in the meantime, in our crud-flooded world, we all need clothes.
