Thought experiment; under what circumstances should a Mexican brewer be able to sell their sweet beverages into the United States? At the border, standing on tiptoes to hand a case of bottles over a wire fence, to receive dollars back from an American trader? Or, maybe shall we allow a system by which anyone can apply for permission to enter for trade needs…?
Oh, but that would be an open border; because then people could apply, and then just choose not to go back. Hmmm. It’s a really interesting problem!
