no matter what you think of (maybe illegal) immigrants, tying up minors is totally stupid. typically american, i would even say!
The cruelty is the point, as per standard procedure.
Tying up minors in itself may or may not be unreasonable. Zip ties are a common field hand cuff. That being said, if anyone hasn’t shown a need to be restrained (ie. Violent), they should not be restrained

I know I’m not doing enough, and it’s depressing as heck. Most people I know are doing less. No protests. Not talking about it. Just head in the sand.
