Airbus Defence & Space has signed a memorandum of understanding with Portuguese manufacturers to develop a Eurofighter industrial proposition for the country's Lockheed Martin F-16 fighter replacement programme.
A lot of countries don’t have comically large defense budgets. Portugal is one of those countries. They’re not “poor” per se in terms of GDP, but they’re also not rolling in silly amounts of cash. Both the EF2000 and JAS39 would be great choices.

F16s aren’t exactly super expensive either.
But they are tied into the US procurement pipeline quite fundamentally
Sure, but they already have F16s. Also, if there is anything the US loves to sell, it’s military equipment.
