Nope Russia also has land issues with Japan. So it could go either or.
What land issues? The Kurils which they rightfully won in 1945? They already control them all, it is Japan that has issues with it.
No treaty ever awarded the Kuril Islands to the Soviet Union.
So? Don’t see the problem in denying land to a country where 400,000 innocent people died in their occupation every month.
