I would have a bit more sympathy towards CEO if they both weren’t paid 10x the salary of the lowest paid employees and given bonuses tied to company growth and profit.

If “computers” refers to components and not just prebuilt machines, this one is going to especially suck for Canadians. The processors used in consumer desktop computers are all designed by American corporations, and so are the graphics cards. It remains to be seen if they’ll only apply on things assembled in America, but if not, it’s going to be painful for yall.

As far as them being applied, yes. The loaded microcode is volatile.
They can kind of persist across cold reboots, but it relies on them being applied again at some point. The motherboard vendor can apply microcode updates during platform initialization before POSTing. Or they can be applied from EFI (modern equivalent of BIOS) before handing control to the kernel. Or they can be applied very early in the boot process by the kernel.
