An NIH official told the Globe that administrators who oversee grants were given barely an hour’s notice of the terminations late last Friday before the notifications were sent out.

So who is actually sending the notifications out? It always is reported as if the people who should actually be doing stuff are somehow being circumvented by some actor that has access to higher levels than them, and can act as they would act, but isn’t known to anybody.
