I think it’s the latter. Right now the EU doesn’t have the capability to provide the level of intelligence that Ukraine needs to effectively fight back, so the EU is very careful not to upset the orange one right now. Most other things we can manage, but not that. Having the US help, even if it’s a reluctant help, is good for both the EU and Ukraine.

That’s also complex as there is concern that china is cannibalizing the manufacturer market. They used to only be considered low end but are now able to reliably make middle and high end products. Some chinese brands are now premium brands.
