Almost everywhere has rare earth metals, they aren’t rare they are just diffuse. Most rocks you might pick up have some amounts of rare earths, but it would take a lot of them to get enough to do anything with.
The article focuses on the fact that there is a small unskilled population, so labor would have to be imported, there are no transportation networks that would have to be built, no infrastructure to house minors, and mining through the ICE sheet would be extremely expensive and require specialized machinery

Way back in the day I wrote a research paper about the true resource in Greenland: katabatic winds. Wind that never stops (well, that is until the ice shield is completely melted).
This is the real shit. Imagine wind turbines, but the wind just literally never stops and blows always from the same direction. Remember how they dreamed up Desertec back in the day? Like, plaster the Sahara desert with solar, build three cables to Europe and have clean unlimited energy? The same shit with wind turbines in Greenland. And you can build cables to Europe and North America, it’s roughly the same distance.
